He was born in Ontario, Can-I ada, March 15, 1853, and is sur-I vived by his widow, two step-! daughters, Mrs. Lillie Norris of Bakersfield and MrS. Jessie Clark I of and five grandchildren, i Two sisters Mrs. Mary Thompson and Mrs. Eliza Jackson of Ontario, also survive him.

I Funeral services, which are in charge of Dudley Mortuary, will he held in the chapel at 10 oclock Saturday morning with the Rev. Clyde E. Ruckman officiating. Tognazzi Rites- The funeral of Victor Tognazzi, aged 79, who died Tuesday morning following a heart atatek in the home of his son, Dante Tognazzi of Santa Maria, was held this morning when a requiem mass was celebrated in the Los Alamos Catholic church at 10 o'clock with the Rev.

Ken-i nedy, United States ambassador to Great Britain who now is en route home by clipper, has in formed President Roosevelt that, under no circumstances will he return to his post and that he in ends to make public the reasons for his decision. His action, the article continues, is due to what he con siders persistent disregard for his views by the president. The Post states, has resented the sending to Great Britain of special army and navy missions and of spe cial envoys such as Col. William Donovan to deal with special chases of Anglo-American affairs. He was described as resentful of the tendency of the president to give less weight to his views on European matters than to those of William C.

The article states that, aware of Kennedys attitude, the presi-Hnt has done everything possible to keep Jiim at least until after the election, but that Kennedy evidently is determined to have his say while it still may hve some influence on the vote hence his return at this time. Wagner Explains Claims Court No Attorneys in Cases It Handles The email claims court is a court where, in California, claims amounting to noi more than $50 may be collected in an informal fashion without attorneys or delays, sometimes necesary in high courts, said Judge Ernest Wagner to Kiwanians today at their luncheon in the Santa Ma- 1 ria club. Donald Taylor was chairman of (he day. Judge Wagner traced the ori- gin of the court from its inception in London in 1605 to all of England in 1741, to the United States in Illinois, in '1010; to Kansas in 1915.

and to California, in 1921. The maximum amounts considered in this type of court vary wtih the states, but generally are under $50, the maximum in California. The speaker explained that the court does not permit attorneys in such claims and that in many cases the parties to the action are not aware of necessary evidence, the justice does service as attorney lor both sides in addition to acting at judge. In California there is such a court to each township, 525 in ail. the justice of the peace acting as judge, but i tire court being a separate institution.

The Procedure The procedure in this court begins with the swearing to a paper by the plaintiff tnat tne defendant owes him a debt, setting forth facts pertinent to the case. 1 The law then provides that the court may have the defendant served personally by anyone not interested in the action who is over 18 years of age or by reg- I istered letter with return receipt signed by the defendant. At first the court could only hear claims for money debts but high court decisions have broadened that to include tort or damage actions, he explained. The law also provides tiiat the action must be filed against the defendant in his own township. or in the township where the alleged debt was contracted.

The hearings are informal and witnesses may be sworn to support evidence. Once the judgment is rendered the judge may determine the capacity of the defendant to pay, and may arrange payments over a period of time. Sires 1923 counter claims may be filed in small claims court. The defendant in a small claims action may appeal his case upon paying certain filing charges and posting bonds fur attorney fees. If he loses his care, the fees ore forfeited.

Headquarters in Berkeley The regional committee in charge of administering, the survey here has its offices in Berkeley, of which E. I. Kotok of the Forest Service, is chairman. H. E.

Reddick of the Soil Conservation Service, and H. E. Selby of the Bureau of Agricultural Economy, are the other two members of the committee. The Field Working committee members for the Santa Maria survey, all direct technical advisors on the project, are also located in Berkeley. This committee is composed of C.

J. Krae-bel of the Forest Servi.ee, J. F. Johnston of the Soil Conservation Service, and L. M.

Hill of the Bureau of Agricultural Economy. It is under their direction that the survey here is operated.
